Scope of Work

The Students Transitions Priority Milestone 1 Teams are seeking a qualified contractor to develop a provincial framework aimed at enhancing family engagement practices within the education sector, specifically targeting Pre-K to Grade 12. This framework will be research-based and will encompass guiding principles and terminology tailored to the Saskatchewan context, aligning with Milestone 1(1.1) of the Provincial Education Plan: Student Transitions Priority. This framework is intended to be accessible and applicable to all stakeholders involved in education, including school staff, senior leaders, School Community Councils, trustees, and education partners.

The selected contractor will be tasked with the following responsibilities:

  1. Conduct a comprehensive review and analysis of existing family engagement frameworks at the provincial, national, and international level aligned with the needs of Saskatchewan’s educational context. This work will acknowledge and build upon Saskatchewan’s education sector leadership in family engagement over the past few decades.
  2. Perform a thorough literature review and consult with prominent researchers in the field to identify critical elements of current research literature related to family engagement, emphasizing practical implications for implementation and the importance of engaging marginalized populations.
  3. Draft a comprehensive family engagement framework that emphasizes a holistic view of family engagement that aligns with the teaching, learning, assessment, and governance practices within the Saskatchewan education sector. This framework will include:
    • Defined outcomes
    • Guiding principles or statements of beliefs
    • Relevant vocabulary
    • Consideration for sustainability over time
  4. Solicit feedback on the draft framework through round table discussions involving representative stakeholders, ensuring the inclusion of diverse voices, including Indigenous populations, newcomers, and vulnerable groups.
  5. Obtain input from the Student Transition Team and Provincial Education Plan Implementation Team.
  6. Revise the framework based on stakeholder input.
  7. Work in collaboration with the Milestone 1 Team to seek final endorsement and the Minister’s approval of the framework.
  8. Communicate the finalized family engagement framework to all education sector stakeholder groups, emphasizing its practicality and relevance for implementation across diverse educational contexts.

Qualifications

We are seeking candidates with the following qualifications:

  1. Possess a comprehensive background and demonstrable success in implementing effective family engagement strategies within the educational setting.
  2. Master’s degree in education, public policy or relevant field of studies, with a preference for experience in a K-12 school environment.
  3. Thorough understanding of Saskatchewan legislation relevant to the education sector, including laws, regulations, collective agreements, and policies.
  4. Proficiency in conducting literature reviews and analyzing research findings, with an emphasis on synthesizing key elements for practical application.
  5. Demonstrated ability to manage complex projects involving multiple stakeholders, ensuring practical outcomes that meet the needs of students, families, schools, and communities.
  6. Willingness to collaborate with researchers, educators, policy makers, and other stakeholders to ensure the framework reflects best practices and practical solutions.
  7. Strong written and verbal communication skills for drafting and presenting materials for feedback, emphasizing clarity and accessibility for diverse audiences.

Candidates are requested to include the following information in their Expression of Interest:

  1. Educational background, highlighting experience relevant to practical family engagement initiatives.
  2. Experiences directly related to family engagement.
  3. Two references connected to similar work or projects.
  4. Projected timeline for completion of the framework development process.
  5. Estimated fee for service, considering the scope of work and deliverables outlined in this Expression of Interest.
