Investment Committee

The STF Investment Committee is comprised of independent professionals with specialized investment management, finance, legal or actuarial knowledge, each appointed by the STF Executive.

 

Jeff Stepan, CPA, CA, CFA, ICD.D

Committee Chair

Jeff is the former Executive Vice President and Chief Financial Officer at Saskatchewan Government Insurance (SGI). Prior to joining SGI in 2008, he spent 17 years as an institutional investment consultant with Hewitt Associates where he consulted clients in the pension, endowment, and insurance sectors.

Jeff is a Chartered Professional Accountant and Chartered Financial Analyst and holds an ICD.D designation from the Institute of Corporate Directors. He is also an avid volunteer with the Juvenile Diabetes Research Foundation.

Kamila Giesbrecht, CFA, RPA

Kamila is the Executive Director of Investments at the University of British Columbia’s Faculty Pension Plan, where she manages all investment activities related to the Plan.

Kamila has extensive investment industry experience, with over 22 years in the industry. She previously worked as Principal at George & Bell Inc. and was a senior consultant at both Aon Consulting and Phillips, Hager & North.

Kamila received her Bachelor of Commerce in Finance from the University of Toronto. She is a Chartered Financial Analyst and a Retirement Pension Associate.

Jon Schubert, CMA, HCIP, ICD.D

Jon is the former CEO at Saskatchewan Government Insurance and the Insurance Corporation of British Columbia. He now owns and operates Jon Schubert Consulting where he assists clients on strategic issues, interim executive and other assignments in the financial services sector. He is also the past and present member of several boards across the country.

Janet Julé, CPA, CMA, CFA, ICD.D

Janet is the former Chief Investment Officer of the Saskatchewan Healthcare Employees’ Pension Plan (SHEPP). She served as SHEPP’s first CIO from 2015, building the investments department, providing investment strategy advice to the Board and portfolio implementation until her retirement in June 2024.

Prior to joining SHEPP, Janet spent 21 years as an institutional investment consultant, most recently as a partner with Aon, where she consulted to boards and committees in the pension, endowment and insurance sectors. Janet was also previously with Crown Investments Corporation of Saskatchewan as a consultant and director.

Janet has a B. Admin from the University of Regina majoring in accounting and finance, is a Chartered Professional Accountant and a Chartered Financial Analyst. She also holds the ICD.D designation from the Institute of Corporate Directors.

Carol Chiu, MAcc. CPA, CA

Carol Chiu is a Managing Director at CIBC Asset Management. She is responsible for valuations and oversight of investment funds within Global Asset Management. Carol has over 25 years of experience in the financial services industry in leadership roles through finance, audit, operations and technology.

Carol has extensive experience in financial governance, internal controls and risk management. She has also served as the treasurer for Young People’s Theatre for seven years

Carol holds a Masters in Accountancy, is a Chartered Professional Accountant and is a member of CPA Canada.

Emilian Groch, ICD.D

Emilian is a Corporate Director with extensive experience in the pension-investment industry focused on governance, strategic planning, risk management and policy.

As the former Chief Executive Officer of the Alberta Teachers’ Retirement Fund Board (ATRF), Emilian established ATRF as a leading-edge pension-investment organization in Canada. Prior to his time with ATRF, Emilian was the chief pension regulator for the Province of Alberta.

Emilian works with numerous boards and advisory committees and is a member of the Government Relations Committee of the Pension Investment Association of Canada. He was also a founding director of the Canadian Coalition for Good Governance.

Emilian received a B.Sc. Honours (Applied Mathematics in Statistics) from the University of Alberta and received the ICD.D designation from the Institute of Corporate Directors.
